Missed Call From +371?
Unrecognized international numbers are a common pattern in Wangiri ("one ring") scams: the caller hangs up after one ring hoping you call back a premium-rate number. If you don't know anyone in Latvia, don't call back. If the call matters, the caller will try again or leave a message.

Latvia.
How do I call +371 from the US?
Dial 011 371 followed by the national number without its leading zero.
What does 00371 mean?
00371 is +371 written with the international prefix used in the UK, most of Europe and much of the world: 00 replaces the plus sign, so 00371 and +371 reach the same number in Latvia. From the US and Canada the prefix is 011, so the same code is written 011 371.
