Missed Call From +231?
Unrecognized international numbers are a common pattern in Wangiri ("one ring") scams: the caller hangs up after one ring hoping you call back a premium-rate number. If you don't know anyone in Liberia, don't call back. If the call matters, the caller will try again or leave a message.

Dial 011 231 followed by the national number without its leading zero.
What does 00231 mean?
